NBSPM involves development life cycle that comprises phases, and each phase in turn comprises well-defined tasks, inputs, deliverables, and verification and validation (V & V) activities.

Tasks in a phase can begin only when the inputs meet the defined entry criteria. V & V activities further ensure that deliverables are released only when they meet the defined exit criteria.
